What This Process Does
Creates a text file for contributions that can be uploaded to the North Dakota Public Employee Retirement System.
ND PERS Updated Report Requirements
- Previously only plans MAIN and MN20 were included on the report and designated by a retirement plan including 2020 and hire date after 1/1/2020.
- Retirement plans will now be used to designate the plan.
- If a retirement plan does not exist on the employee's Benefits tab, the previous rules will be used to designate the retirement plan which are MAIN and MN20 (Any employee hired after 1/1/2020 will not have RHIC)
- The Deduction Description ID must contain "RETIREMENT" or "401A" in the Deduction Type
- The first 4 characters of the Deduction Description ID must be "PERS" or the first 5 characters must be 'PSERS"
- If there are Deductions set up up for the employer to pay on the employee's behalf and the deduction is set as employer paid, the Short Description must start with EE ER to populate in the EE ER column on the report
- Employer paid deductions to report on the ER column (ER Pre tax and ER Pretax Match), the Deduction Description ID must include -M and Reduce Net set to false (The ER RHIC amount is subtracted from this deduction)
- Employer paid deductions to report on the ER Pre Match column (ER Pre tax Match), Short Description must start with "MATCH EE ER" and Reduce Net set to false
- The deferred gross and amounts come from the calendar fiscal summary for total amount per month
- The deferred gross and amount has to be greater than 0 to be included on the file
- Negative amounts will not be included on the file
Retirement Plan Setup
Personnel → Setup → Benefit Plans → Retirement Plans
Retirement Plans will need to be setup for each plan: MAIN, MN20, DICM, DC20, DC25. Click the + button to add a new plan. Enter the plan number for Retirement Plan and Plan ID. Enter Description in Title field. Additional Description can be added under the Description field. Click Save at the bottom to save the plan. Repeat steps for each plan.
Employee Retirement Plan Setup
Personnel → Demographics → Benefits tab
Select each employee and go to the Benefits tab. Use the magnifying glass for Retirement Plan and select the appropriate plan. The box titled, Retirement Plan Participant is an optional setting to use as a search option in demographics, but not required for ND PERS reporting. Click Save at the bottom to save the Retirement plan.
Deduction Description Master Setup
Payroll → Setup → Deductions → Deduction Descriptions
The Deduction Description IDs must contain "RETIREMENT" or "401A" in the Deduction Type. The example below is for an employee paid PERS DC, however if the employer is paying on behalf of the employee, then the Deduction Type would be 401A-EMPLOYER for DC and RETIREMENT-M for DB.
ND PERS Report
Payroll → Other → North Dakota Reports → ND PERS Report
Complete all the fields at the top of the form. Filename is optional otherwise filename will default to Retirement_Org Code ID_Reporting Month_Reporting Year. No ranging needed. Click on Cog wheel/Select.
The Ndpers Browse will display information on all employees. Columns will display based on the Define List settings. These settings can be changed to show more or less columns by clicking on the Define List icon at the top left highlighted below. Each record can be selected to view detail. If data is correct, click on the Save icon at the bottom. You can also click on the X at the bottom to cancel the report.
Click on printer icon to review report which will display all deduction amounts.
Once report is reviewed, close report and the Run Report Chain Window will display. Click on Cog wheel/select to create file.
Click on down arrow to download the file to your computer. File is ready to upload.
